I think turn is a must-bet. I'd probably fold to the raise though, and I definately fold the river.

bc how often does hero show up with a T on this river as played??

If we're betting the turn, i think we have to fold to the raise. Unless red likes to make small turn c/r as bluffs on drawy boards all the time.
