Default Collusion in MTTs?

What are/how are collusion events classified or proven in MTTs?

This post inspired by two people in my MTT first table openly chatting and talking about loading up AIM to chat off-site. I don't believe it's collusion but it got me thinking.

It more common in SNG than MTT, but i mean it could happen if a few buddys all get into a MTT and end up at the same table. The only way to "prove" it would be for the support team to discover soft play, chip dumping in the HH. They have no control who and who talks to on AOL
