Villain is loose-passive like most 30/3/0.4

Preflop: Hero is CO with A[img]/images/graemlins/diamond.gif[/img], 2[img]/images/graemlins/diamond.gif[/img].
UTG calls, <font color="#666666">5 folds</font>, Hero calls, <font color="#666666">1 fold</font>, SB completes, BB checks.

Flop: (4 SB) 9[img]/images/graemlins/spade.gif[/img], A[img]/images/graemlins/club.gif[/img], J[img]/images/graemlins/heart.gif[/img] <font color="#0000FF">(4 players)</font>
SB checks, BB checks, <font color="#CC3333">UTG bets</font>, <font color="#CC3333">Hero raises</font>, SB folds, BB folds, UTG calls.

I'm not sure I want to fold, and I don't think calling can be right, as it'll give those behind me better odds. Plus, maybe I'm folding QT etc. Also, I might buy a free card.

Turn: (4 BB) 4[img]/images/graemlins/club.gif[/img] <font color="#0000FF">(2 players)</font>
UTG checks, Hero ???

Bet? Or be happy that I get a free card? If the latter, what if villain bets the river?

ugh ... top pair "best kicker" vs a passive ...

well - if you do bet the turn, then you can safely fold to a check raise ... if he doesn't then you just bet the turn for a free showdown

vs. loose passive it's an easy bet/fold to raise
check behind on river unimproved.

If you are talking about the hand that Miller says to just call the flop bet, no. IIRC, that hand did not have any draws on the flop.
