Yea, I've heard of people taking the math CSET multiple times. You're definitely not alone. As for your questions:

1) I don't know much about it. I haven't had to really deal with them at all, or go on strike or anything, so it hasn't really affected me at all yet.

2) Parents? No. Other teachers/administration? Definitely.
