You can't. There is a State moratorium on new cardrooms. Even if there wasn't it would require a city wide vote to approve unless it was in one of the cities already approved for legalized poker.

So do the Bicycle, Commerce, Bay 101, Hustler, Normandie, Hawaiian Gardens, Hollywood Park, Diamond Jim's, and the other hundreds of cardrooms you could name. So none of these is relevant to your case, because you haven't already been running a cardroom. I'm also quite confident this thread is a put-on, so I hope that deadpanning a straight answer has only added to the hilarity.
