Help settle a debate: this guy's bluff good or bad?

But in what cases would the villian fulfill the #1 but not #2? If the villian knows you are capable of bluffing in a certain spot, then isnt it implied that the villian knows that you know that the villian knows you are capable of bluffing in that spot?
