Default QJs/JTs/T9s in SB vs a raise and a CC

Just a question to the forum regulars about something ive been debating as of late.

Preflop if you're in the SB with a high suited connector.
A TAG in MP raising about 20% of his hands, gets cold called by a fishy/passive button.

BB is 40/10/1.5

Do you call? Why?

Im pretty sure it's a call but im curious if anyone disagrees with me and why.
