Min-raise ever the correct play?

I mean preflop, is there ever a correct time for the min-raise? The general consensus seems to be heavily against EVER doing it, but I was watching a cardrunners video the other day and the guy making the video (I think it was muddywater but i'm can't remember) seemed to advocate a min-raise UTG in certain spots with big suited connecters. So it got me thinking. Any thoughts?
