Preflop: Hero is CO with T[img]/images/graemlins/club.gif[/img], T[img]/images/graemlins/heart.gif[/img].

raise obv, to knock out the button and blinds and build a pot in a situation where you most probably have the best hand with position.

whats fuzzy here? Your ideal situation is for MP1 to push after you raise to about 220. then you can push on top and isolate

Reraise really? I think I would be more inclined to flatcall here because we have position. If I was oop then I would want to reraise to knock out people. Am I wrong here? Does UTGs range not beat our hand?

Raise to 250. UTG's range is likely huge because min-raising anything at these blind/stack sizes is evidence of absolutely no understanding of poker theory. TT doesn't play well multi-way and is entirely too strong to just call and play for set value.

To a min-raise, maybe bump it up JUST a bit, at least 210.

Oops didnt realize it was a miniraise utg, thought it was 3x. Yes go ahead and reraise then.
