Default Two pair can suck sometimes

Villian quite passive at 23/4/1 over 50 or so hands.

A good line to extract value? Shove river? Or should i be folding somewhere?

Bit lost on the river.

I bet pot on the turn with that board and two callers. On the river you are prob beat a lot but its cheap to see so call.

His range is going to be a missed draw or made straight almost all the time. Therefore you should call.

Raise bigger on the flop, there's lots of draws. Call river and make a note.
