Next time, steal the offending dish, place in ziploc and hide. Repeat a few times. When annoying slob outs him/herself, wait until after work and place the grungy dishes (now sans ziploc protection) in his/her cubicle. They'll enjoy a great morning the next day and will probably be less likely to re-offend.

Dirty, left out dishes w/ floating "stuff" in it has to be my biggest pet peeve. I just...ugh god i h8 it!

Passive: After one full day in the sink, throw away the dish. Keep doing it. Don't say anything if offender comes forward with "Who keeps trashing my dishes?"
Straight-forward: Note: If dish is still here tomorrow, I will throw it away. Agressive: Yell: Clean your dirty dish or I'm going to throw it away. My office is pretty good with cleaning dishes, or leaving dishes only to soak. By end of the day, there is nothing in sink. Also, our fridge gets cleaned out every other Friday. This helps tremendously with people leaving crap in the fridge.
