Default 5/10 River line for set in 3-bet pot

Villan isn't really a regular, but I've played with him a few times. I have him as 24/18.5/3.2 and I'm playing 22/18/4.

I was confused by his line because I expected him to c-bet most of the time here. So I figured by just calling the turn he was pretty weak, possibly having KJ, QJ, AT, etc...maybe KQ.

So my question: what's the best line here? CRAI? If we value bet, are we calling a shove?

I bet more on the turn. I bet river here. I think he checks behind too many of his hands... could be wrong though...

Also, you can get away with a B/F against a lot of people, but I don't know this guy.
