For this initial Magistrate vote there will be no discussion, only votes by PM. If the Magistrate is killed and a replacement needs to be decided there will be discussion before a pm vote.

Actually, I changed my mind. The Magistrate will be randomly decided from the normal villagers. I think a demon starting as Magistrate has some balance issues I didn't fully think about before.

Nevermind about the initial magistrate vote!
