Depends on the villain, but I see this line taken more and more from very weak passive players with one pair. I think they figure they're going to call a psb, so they might as well fire it out and see if you fold than call it themselves. I'm interested to hear other people's thoughts on this line because I see it constantly and I usually fold, but I see a ton of weak hands when I'm not in the hand and observing.

I have seen this too, normally though the riverbet comes in a shade smaller say in this case $6-$8, nice enough for value (AJ) but steep enough for the Hero to just call..block bet if you will
