Bluff vs. steal

Hi,

I hope I'm posting in the right forum, but I'd like to know, where is the difference, the line, between bluffing and stealing, the actual, concrete difference.

Because, I read everywhere that bluff is not encouraged in micro-limits. And yet, when I play micro-limits, if I'm in position and if it's checked down to me, I bet even with nothing, to be agressive, not to give free cards, and very often, they all fold. Is that bluff ?
