Is this an awful laydown? Alternative lines if that is your oppinion. I figured he almost certainly hit that flop considering the preflop action. What could he have that I beat? 99-JJ?

Remember that he 3-bet the flop, and since you didn't provide reads that usually means TT+,AJ+,KQ.

You aren't beating many of those hands, and he'll probably not bluff-raise the turn with TT/JJ since you capped preflop.

I'm not sure that the turn bet is good, since he won't lay any hand down that beats you (except rarely KQ) and he probably won't call with TT/JJ.

Check behind for a free card and then see what happens on the river. If it bricks then I think folding to a bet is the way to go.

Please format showing players positions. And stack sizes are unimportant unless someone is shortstacked or you read a particular meaning to their stack size.

id check behind the turn and fold to a bet vs almost anyone. If he called the flop with a worse hand than urs vs a capper and bets the river good for him. Some maniacs who peel every flop super light id consider calling a river brick depending on metagame, and i definitely prefer that line to betting the turn. Its the best way to get paid off by worse hands.

as played calling down would be an awful line IMO
