Your hand could definately look like 88-22 due to preflop+turn if he doesn't know you.
Chance he's just zeebo'ing you with 88-JJ?
Chance of a busted flush draw? Probably very low

You're beat by exactly KQs/KJs and you sort of induced value bets by checking turn. I don't know, I couldn't fold this against such an unknown.

he cc a bet and a raise on flop. then overbet shoved river.

Yes, this is very important info, i didn't miss it, but it's not all there is about the hand.

The fact he's 24/20 tells me chances are good he's a thinking (possibly good) player.
What do you think of this story:
Preflop, he chooses to play it cool with 88/JJ which is reasonable, on the flop he sees you raise a cb on this semidry board, not enough info to put you on a K, your range is pretty wide here still.
Then you check behind the turn, he might rule out a King at this point (incorrectly but not the point).
River, he's got himself a pretty clear zeebo spot on top of that there's a busted flush draw, why not rep it. His range at this point has your perceived range dead.

I'd say none of these assumption seem far etched to me.
Then again you could say that's a lot of if and you'd be correct, but is it too many 'if'?
You did play it tricky, doesn't this play a role here?

Cliff notes: Yes he CC a flop raise and overbet shove river. But you smoothcalled a UTG raise pf and checked behind turn.
