What do they consider a raked hand to be these days? Must see flop, rake to be over a certain amount??

any hand where you were dealt in and the rake is at least 0.05cent. so folding preflop is fine.

I got the email and i havent played party in ages... im definately not a silver or gold member. God knows how they decide who to send what to..
