Going outside the cracker approved neighborhoods is IMO less about being scared and a lot more about being retarded.

The safe parts of DC are pretty nice though, I would know since UMD's architecture program makes me go there 29 times a week to draw some bs.

I think Baltimore has changed a lot since I knew all this stuff, but just a few years ago, the inner harbor and stadium areas were all nice and radiating out from there was all really poor and dangerous areas until you hit the outskirts of the city.
