If he has two pair (other than bottom two) with nothing else then it becomes a coin flip. If he has any set with nothing else then you could say it is close but I still would not put in my money with being certain of that holding.
Becuase of his bet pre-flop and on the flop with the flop showing a high card I put him on a made hand for now. If you want to discuss drawing hands well tell me to do so. Finally with the made hands he could also have backup which would significantly increase his chances.

Imo these types of hands are very strong heads up but once it gets 3+ handed they allmost allways turn to trash(for example with a higher flushdraw in).
But I suck and play PLO25$,so that may be an aweful advice.
