I have no idea what your numbers represent, but I don't understand how you can conclude that they would both choose $97. If they're both fully cognizant of each others' understanding of game theory, then they would realize that the other is selecting $97 as well, which means that neither would gain nor lose $2. Furthermore, each would be $3 shy of the maximum guess of $100, meaning they're both losing value.

So why not choose $96 to get around this? For the same reason they wouldn't choose $97. They must both realize that choosing $100 results in the best possible outcome.

Doesn't all this assume that $2 is meaningful to either of these gentlemen? Who cares? $100 is the rational answer, all things considered.
