I assume you already installed postgres, right? Go into Control Panel - Admin - Services and find the postgres services then right click and press Start. That should do it.

services: the postgregsqp database server 8.2 service on local computer started and then stopped. some services stop automatically if they are not inuse by other services or programs.

what does that mean?

Just downloaded version .60b and now whenever I try to open the program I get the "holdem pokermanager has encountered a problem and needs to close" window. I had used previous versions with no problems so I already have the postgreSQL stuff installed.

hmm... probably haven't fixed them then if it isn't working for you - can you send me an e-mail with the hand histories and the problem. If you have already done this then please pm me your e-mail address so I can dig it up and see where I'm at with it.
