Did this just start happening? Are you on a laptop or a desktop? How are you connected to the internet? (dorm, cable, dsl, etc.) Wired or wireless? Are there other computers on your network? When you do the troubleshooting steps listed in the FAQ, what happens?

d'oh, always forget about those steps in the faq. everything is working perfectly now, so those tests will be meaningless.

this happens on an off. it can last days or minutes.

i am on a notebook and connect to the internet through a wireless router. if i plug in to the router directly it doesn't change anything.

DNS is what translates human readable internet address (google.com) into machine readable ones (64.233.167.99). Your ISP maintains a server which provides these translations. If for some reason your computer cannot contact this server it isn't able to translate addresses and nothing work. Exceptions are sites you've recently visited since your computer will remember the address and doesn't need to look it up. Also applications which use the machine addresses will continue to work.

Unfortunately this is most likely on your ISP. If you disconnect/reconnect it may assign you a new DNS server.
