Default Across country account set up questions?

I saw a similiar post already but it didn't answer some of the questions I had. I live reasonably close to Canada and have several questions regarding setting up an account there. This would be primarily for ease of deposit and withdrawl through neteller. My assumption is that I would have to change my Neteller and gaming sites (PS,FT,UB, & Absolute) account addresses to an address in Canada for them to allow transfers.
1. Do Canadian banks allow US residents to open bank accounts or would I have to give them a Canadian address as well?
2. Do most Canadian cities have businesses like 'Mailboxes etc.' where I can set up a PO box and have any mail forwarded to my home address?

Since all of the transactions would still go through Neteller, there should be no reason for providing a utility bill since none was necessary before at any of my accounts. (Not a casino whore)

In a previous similar post someone stated that they thought they could then return to Party Poker also and several responses indicated that the player could only play if they were in Canada due to the IP address.
3. I play using a laptop with a cellular PC card, would I only be able to play while physically being in Canada also if my account address was changed to a Canada address also?
