If you can sell the annuity now for a higher price than the lump sum, that is clearly the better option, obviously. If you cannot sell it, then it depends on your assumptions for return on investment, utility of cash today versus cash tomorrow, etc.

I'm pretty sure the PV value of 113m properly invested over the next 30 (or whatever the time frame is) years is >>>>> the present value of streams of cash flows that you would receive from the gov't, or a third party company taking over the cash flows.

yup, my system was get the HOPE grant in Georgia funded by the lotto and retain a 3.0
