Default Suggestion to eliminate spam and improve the quality of 2+2

Charge a registration fee. This will virtually eliminate spamming, as well as cut down the number of gimmick accounts, trolls, etc. Distribute proceeds to mods.

Charge a registration fee. This will virtually eliminate 90% of the decent posters, as well as cut down the number of legitimate accounts

My suggestion is for a one-time registration fee, not a monthly membership fee if that's what you're thinking. It should be small enough so that micro-stakers could afford it but big enough to hurt potential spammers. Like $10.

I don't know why you'd think this. It would/should be completely automated.
