Default Case Shiller Index

If a normal person wanted to short (through options or actual shorts) the Case Shiller index in Phoenix how would they go about it.

Is there a shortable ETF?

CME RE Futures

Probably the closet product to what you are looking for but I doubt any retail brokerages offer it. Also doesnt list Phoenix. Only thing I can come up with.
