The way I see it, independent of the drzen/tarheel business, chim is an outed wolf.
For us to win the game we need to be right on X number of vigkills/lynches anyway, where X = number of wolves/neutrals. So why not chim as wagon #1 and tarheel as wagon #2. As far as I can see this is a freeroll unless chim is some sort of martyr wolf or something.
