31 hands is small but better than nothing. 3.2 of pfr suggest a very few hands . i think i'd lead with a pot size and fold to a raise. I will check the turn (if I was called) and fold to a turn bet. if PFR half of VPIP i would play in different way.

When they raise your UTG+1 open it's usually AA/KK only. And if they are the rare ones to reraise AK then he's also gonna be the type of guy that will raise your flop donkbet. I just check/fold here (unless he bets small) and make a note that he reraised my EP open. If he does it again then maybe I can presume he is capable of reraising with overs.

hard to determine villains range over only 31 hands. Still, have any info on post-flop AF? Id say make a probe on flop and dump to any reasonably sized raise without more info.
