villain was 15/1.7/1.65 over ~100 hands.

With only 100 hands on villain, I think I'd raise the flop. I could easily see him having a weaker king or lower pair.

played fine till the fold, I imagine that you ran into some sets or somthing recently. I dont see any reason to raise the flop. dont fold this just keep calling and bet if checked to on the river.

Why are you so convinced that he has a set? On a dry Flop like that, I would raise to $6-7. As played, I would call the Turn.

the fallacy of trusting 100 hands worth of stats i guess. my instincts were telling me the guy had top top beat.

I can see two ways ( based on stats)
1.Raise on flop ( a little big) and fold to a re-raise
2.Keep calling small bets till river
