Default Online Poker Regulations

Is there a regulation that prohibits employees of an online poker site from playing online poker? And if not, why not? This seems like the most obvious regulation that should be mandatory to protect players.

Start with Vegas buddy. How it is possible fordealers to play I will never understand.
