Default 200NL QQ minraised on dry flop

Villain is 17/12 TAG over 200 hands. Is this a clear fold? I think AA/KK reraises me preflop and a set would generally just call this dry board. How often is this JJ or a bluff against an FTP TAG? UTG+1 had just posted, so I thought he was possibly trying to steal pot.

Stack sizes:
UTG: $215.35
UTG+1: $26.65
CO: $301.55
Button: $199
Hero: $231.35
BB: $105.70

Pre-flop: (6 players) Hero is SB with Q[img]/images/graemlins/club.gif[/img] Q[img]/images/graemlins/heart.gif[/img]
UTG calls, UTG+1 calls, <font color="#cc0000">CO raises to $11</font>, Button folds, <font color="#cc0000">Hero raises to $36</font>, 3 folds, CO calls.

I think this is always always a set or overpair &gt; yours, so fold

I hate these spots. I usually go all in and lose to 88/KK because I cant fold and suck at pokah ... so prolly fold is best.

Useful analysis i know.
