If I understand you correctly you're saying you shot the dog but it said you failed the mission? If so, you have to shoot anyone that is running away. It said to leave no witness alive.

I did shoot the runners, I'll try again. I shot the car so the guy next to the dog would run away and then I shot the dog and I think one runner. I'll just get everyone this time.
