I think this midset is something like "He called two small bets, I read NLHETAP and I think it is more EV to push here and gets calls instead of value-betting with my boat or AA, blah blah blah."

I'm surprised everyone is saying fold. This is probably a fold, but I don't think its really that clear. I mean he reall has to have AA or a FH imo to be vbetting the river (its under pot to hero) and I think he's turning worse pairs into bluffs a reasonable amount of the time.
