Lot of this stuff would be avoided if they just equipped police w/ throwing stars and stuff.

Soldiers at checkpoints fire warning shots even though they're carrying large, very visible, weapons. I'm sure there are situations when a cop could shoot a warning shot too, but they probably don't involve the target having a gun.
