I believe that pharmaceuticals are the only type of product in the US that have to be proven safe to be sold. All other products have to be proven unsafe to be recalled. There have been several cases where the government has recalled or forbidden products because of fear they were unsafe and the manufacturer sued to make them allowed again because the government couldn't prove it.
