Double Video on Laptop

My laptop was working fine a week ago then when I started it up today, the screen is divided into two halves on top and bottom.

Each shows the same thing on bootup and in Windows. If I boot up Windows normally the screen is all black, but I can go into safe mode to see the two halves, then uninstall the display device, then boot up regularly and can see the two halves instead of a black screen.

Is the video card dead? Is this a bigger problem? Any ideas?
