villian is 13/10 and has hardly been involved in any hands

If he's tight like you say then I fold this preflop, especially with MP left to act. Think what hands CO 3 bets here and compare that to what you have - everything is beating you and you aren't getting odds to call for a flush. I think this is a pretty easy fold.

What hand are you trying to get to fold that wouldn't fold to a bet of half the pot?

Ignoring preflop (you should fold),

This is not a great place to float. For one thing you're not really deep enough. The pot is getting big, so a lot of all-ins will get called lightly. For another thing there's nothing you can really represent with a float. There are no plain draws, there should be at least one BIG one, preferably two. Your float needs to tell a believable story.

It might not be a bad time to bluff, but I wouldn't try a float. I also wouldn't try a flop check-raise. I'd just pot the flop.
