SNES still has QB Eagles, Barry Sanders, and Christian Okoye, just they are more balanced so they aren't as ridiculously unstoppable (they still are awesome). But you're right, no Bo Jackson is a downer.

I personally prefer the roster at the time of NES' TSB, but I think everything else is better in SNES. Colors, sounds, music, options, controls, and the dive play.
