hey need ur guyz help really bad

so it's gettin close to the end of the school year and it's totally gettin close to prom time. and there's this girl who i really think is cyute but we don't really talk that often. I mean i see her around and we small talk a little bit and i'm totally funny with her and make her laff a lot. The thing is i am really havin a hard time figuring out if she likes me (like more than a friend, lol).

for example.

One time we were all at out for dinner with some mutual friends and i kept catching her looking over at me, and everytime i would say something funnny she would totally be laughing. At the same time, when i would try to start a convo with her she would be kind of quiet so i really dont' know where i stand.

so

A)should i ask her to prom? or how should i go about bringing it up?

and

B) is it weird for a guy who is 21 to ask a highschool girl to her prom when she isn't even gradding this year?
