2/4 deep river spot vs HUGE donk

Villain in this hand is running about 52/22 and is batshit insane. He doesn't fold if he has any sort of piece of the board. The only time i've ever seen him get aggro was when he minraised flop and got his money in on the turn with a set. He plays his draws/1 pr hands passively from what i've seen. He INSTAcalled flop and turn FWIW. Not sure what the best river line is here. Should I valueshove? Should I c/c, c/f? Note pot is 700 on river and we each have about a PSB left.
