I hate when people completely misconstrue what happened in an incident and just post it like this. He refused to show his ID at the library, where it was required after hours. Officers show up after being called. He refuses to show ID and wouldn't leave. Yeah, 5 times was excessive, but they clearly warn him and tell him that if he continued to resist and sat on the floor refusing to leave he'd get tasered again.
