He showed me some cases he had where the court hadn't responded in over 2 years. I asked my uncle because he used to prosecute similar cases here and he said it is pretty standard for it to just be filed away and forgotten about.

I think the line of thinking is that they just hand out massive amounts of tickets and take money from the people who will pay them while ignoring the ones who get attorneys.
