new to rakeback

I'm not sure how this works. If I understand it correctly, before I'm eligible for a rakeback, I have to actually put money in the pot.
Then, it's based on what percentage of the pot my money is.
Say I'm getting a 30% rakeback.
If I put $30 into a $90 pot, I've put in 33%.
If the rake was $3.00, I get ($3*.33)*.3 = .297

Next question is: Do they carry forward the 7/10's of a cent and add it onto the next rakeback hand?

Your maths is correct for some rooms but not others...
The method you describe is contributed weighted...that is that the amount of rake you are allocated as having played is directly proportional to the amount you put in to the pot.

There are 3 methods of calculating rake:

Dealt Cards:
If you are dealt cards in a hand then you are deemed to have contributed to the pot and therefore you are allocated an equal share of the rake taken. This is regardless of whether you fold straight away or not. If for example the rake taken on a particular table is $3 and there are six of you playing, then your rake consideration is $0.50. Examples: InterPoker, Full Tilt


Average Contributed:
Similar to the dealt cards method as above in terms of the calculation, but you must contribute at least something to the pot. If you fold without contributing to the pot then your rake consideration is zero. If for example the pot on a particular table was $60 the rake taken is $3. Even if you contributed only $2 to the pot and there are six of you playing (but two folded pre-flop) then you get allocated a quarter of the rake as 4 people in total contributed to the pot.
Examples: Eurobet, Hollywood, UltimateBet, Betfair


Weighted Contributed:
You simply get allocated the weighted proportion of the pot that you contributed. If for example the pot was $60, the rake taken is $3. If you put in $2 to the pot then your rake consideration is (2/60 * $3) or $0.10
Examples: Absolute, Purple Lounge, Doyles

Do the various affiliates in your network offer different rake structures or is all that decided by the poker room? Example, one affiliate wont offer Dealt while another gives average contributed, right?

Do certain rake structures favor certain games/players?

the rake structure/calculation method is fixed by the rooms.

If you see a difference between affiliates...then one of them is wrong.

In general, "contributed" favours loose players....and "dealt" favouors tight players...

The rake calculation method is set by the poker network. When players from different skins are seated at a table the network must use one of the calculation methods to split the rake between the different skins. For example Microgaming (aka Prima) uses the weighted contributed method to distribute the rake to its skins.

The rake money received by the skin from the network is the skin's revenue. The skin gives a percentage of this money to the affiliate who shares it with you.
