playing over cards

I cant really find any thoughts on how to play unsuited high cards on third street. a few examples 1) if im early in and im higher than any card on the board should i raise? 2) if im in late posistion and everyone limps should i even bother calling? Obviusoly being live is better but either way?? etc etc. i hope this is a clear question. thanks for the help
