My brother and I did this a couple months ago in preparation for firefighting pack test which is 3 miles in under 45 minutes with a 45 pound weight vest. I wanted to break the record which was 28 minutes so we walked a mile at a pace I thought I could sustain for 3 miles and came in at about 9:10. Definitely doable. In fact, I think if I went full out I probably drop two minutes.
When we did the pack test though the 45 extra pounds destroyed me. Much harder to racewalk with weight. My brother and I are both really fast also, a normal person will not be able to do this cold.
