I think this is a fold. Is he value-shoving worse? No. I guess he could turn clubs into a bluff on the A scare card...but if you're read is that he's a "boring TAG", I can't imagine it being that big a part of his range.

Does an 18/16 ever call w/ that pre against an UTG raise (I seriously don't know)?

ATcc could be possible, I think his range is largely 44, QT, ATcc. KJ is possible but it seems unlikely. Actually I can probably include JJ, he might just flat that pre to an UTG raise sometimes, but I dont know for sure.
