Prize Pool question

I noticed at the PCA how it always said something to the effect of "3% of the prize pool will be retained for the tournament staff." At the time I thought this was the entire rake, but now I'm not sure:



So, is the 3% part of the $25 entry fee, or in addition to the $25 entry fee?

If it's in addition to the entry fee, a couple thoughts:

1) This seems like a pretty sneaky way to increase the rake of the tournament - most people probably don't even know or care.

2) They're taking out an obscene amount more than is needed to pay expenses for big buy-in tournaments.

3) The total rake is almost always >5%, even for big buy-ins.
