Villain is 19/13/3 (250 hands) WTSD 18%. No history.

i think his range here is a 7 and pocket pairs. Maybe 9T he tried to float and now is too scared to raise the turn. But will he fold a 7 or 8 or hands like 99 or TT? I dont really like it.

No obvious draws missed, but I'm sure this is fine sometimes to mix up your play. Unless he hit the flop hard he probably doesn't like his hand that much. If he calls with K 7 or something make a note of it for next time.

nobody ever believes anyone in Bvb spots really. I can see this type of villain going station with a 7 here sometimes... i like it better wif villain has seen you vbet a hand like J8 or something here before.

im this is bad b/c there are hardly any hands that call the turn that fold on the river. and villain will never believe you in bvbsituations

I don't like this for reasons already stated. If you raise from CO and BB defend this becomes a spot I'll 3-barrel with decent frequency though.
