Villain is 26/18 over 100 hands, not much of a read other than he seems pretty weak

Turn is debateable but I felt there was a strong chance he was drawing, didn't fear a c/r, and I didn't plan on putting any money in on the river.

Can I profitably bluff this river given his bet?

It almost seems like he wants you to raise him here. Your hand has some showdown value. I would just call here without knowing too much about the player. Mainly just for information. See what he is doing this with first and then fire on with the bluff raises later.

Pre is either fold or 3-bet, more often than not it's a fold.

I don't think so. Do you think he would fold AJ or QQ? If so maybe this is a decent bluff, but I think villain's line is very determined to see showdown.
